I installed a brick paver patio with 3/8" mortar joints between the pavers. Before mortar was placed between the brick joints, I sealed the brick pavers with an acrylic-based brick sealer. After the mortar was installed, I burned the mortar joints with Muriatic Acid in a few places cleaning the pavers. The mortar is grey in most places but turned a tanish color where it was burned. The mortar was made from 1 part Portland Cement and 2 parts sand.

Paver Sealers will not fix the mortar problem that you have. The reaction was from an acid so the only way to fix it is to most likely apply the acid everywhere to "burn" it. Paver sealers will darken the color like a wet look if that helps.
