I applied deck stripper to remove a failed stain job on my deck. I scrubbed with a brush and washed with a hose. The wood is now nice and clean. I understand I have to use neutralizer over this so I can reapply stain again. My question is, do I need to scrub with a brush again or can I just spray the neutralizer with a hose after 30 minutes.

Just spray and rinse. No need to scrub a brightener,

Also a deck brightener should be applied ASAP after stripping. It neutralizes the deck stripper and reduces the "furring" of the wood that can take place with the stripper.
